In January 2024, Frank Rogers was appointed through the Procure Plus Fire Risk and Mitigation Framework to deliver passive fire compartmentation works and fire door maintenance across Bury Council’s residential housing stock.
The project spans six council regions: Prestwich, Bury, Ramsbottom, Whitefield, Radcliffe, and Tottenham.
Bury Council required an efficient fire safety programme to address critical actions following the transition of housing management services from Six Town Housing. Frank Rogers needed to integrate IT systems for seamless surveying, documentation, and compliance tracking.
Working with Bury Council, we prioritised compartmentation work in communal and residential loft spaces based on Fire Risk Assessments and Fire Strategy. Our Fire Protection Manager adjusted specifications to align with Building Regulations, registering the project on the FIRAS online database for compliance tracking.
Using Onetrace, we enabled real-time tracking of surveys, maintenance schedules, and compliance reporting. Digital floor plans allowed surveyors to pinpoint penetrations using drop pins, assigning QR codes for precise documentation. A team of four FIRAS Technicians completed up to 50 surveys weekly, supported by a FIRAS Contracts Manager overseeing material orders and ensuring integration with Onetrace.
Survey data was organised by building and floor, allowing risk-based prioritisation. Upon completion, the FIRAS system generated Unique Property Reference Numbers (UPRNs) for each block, ensuring comprehensive tracking across 200+ blocks while preserving the Golden Thread of Information.
Led by Fire Safety Director Mike Travis, a 30-member team including FIRAS-accredited Supervisors ensured compliance through daily inspections. Contracts Manager Paul Rooney structured a programme to deliver works across three council regions simultaneously.
Dedicated Customer Liaison Officers (CLOs) implemented a Stakeholder Engagement Plan, ensuring clear communication with residents through personalised letters, multilingual formats, and additional support for vulnerable individuals. Advance notices, a no-access procedure, and contingency planning allowed the team to complete up to 10 blocks per week.
By May 2024, over 225 blocks and 678 loft spaces were completed, with remaining Fire Risk Assessment actions scheduled for early 2025. In late 2024, FDIS-qualified Fire Door Surveyors assessed 3,000 doors, uploading findings to Onetrace, with work set to begin in 2025 ahead of schedule.
A skilled team of Site Managers, NVQ-qualified operatives, and customer care staff minimised no-access rates to below 3% while maintaining a 95% customer satisfaction score. Compliance work achieved a 100% defect-free rate, and QR label technology provided easy access to work specifications for future maintenance.
