The challenge

The St Cecilia’s Building required a comprehensive refurbishment to modernise teaching environments, improve compliance, and enhance safety. The challenge was to deliver demolition, asbestos removal, and reconfiguration works within a live college campus, where safeguarding and continuity of operations were critical.

Solution

The solution

Frank Rogers coordinated a tightly managed programme of works designed to balance technical delivery with safety and minimal disruption:

  • Internal reconfiguration – Demolition and structural modifications to create new classrooms and circulation routes, with partitions, door openings, and accessible layouts formed to meet modern teaching needs.
  • M&E systems upgrade – Installation of new lighting, small power, heating adaptations, containment, and data cabling, integrated to support the new spatial arrangements.
  • Asbestos management – Licensed removal and disposal of asbestos-containing materials carried out under full control measures in compliance with HSE guidance and approved RAMS.
  • Fire safety enhancements – Upgrades to fire doors, compartmentation, and fire stopping, ensuring compliance with Building Regulations and current fire risk assessments.
  • Enabling and temporary works – Full hoarding, internal protection, and segregation measures to safeguard retained finishes, maintain staff/pupil access, and ensure safe working environments.

The outcome

The 12-week programme has:

  • Delivered modernised, compliant classrooms and circulation spaces.
  • Enhanced fire safety, resilience, and evacuation routes across the building.
  • Provided upgraded M&E infrastructure to support future teaching and technology.
  • Ensured asbestos was safely removed under strict statutory control.
