The challenge

The University of Liverpool launched a strategic two-year Accessibility and Inclusion Programme to transform its estate into a fully inclusive environment for students, staff, and visitors. The programme was driven by the University’s Inclusive Design Guidance and broader Equality, Diversity, and Inclusion Strategy, with the goal of proactively removing physical barriers across campus buildings while futureproofing accessibility for all users.

The phased nature of the works, spanning numerous active academic and heritage buildings such as the Sydney Jones Library, Oliver Lodge, Brodie Tower, Ashton Building, and 126–128 Mount Pleasant, created complex logistical, technical, and programme challenges. These included coordinating multiple contractors, ensuring health and safety in occupied premises, and overcoming latent conditions uncovered during intrusive works.

The solution

University's Inclusive Design strategy. Our involvement included the installation of compliant DDA doors and access control systems across several key teaching buildings, installation of Changing Places and accessible toilets, major toilet refurbishments, and structural alterations to enable better accessibility to existing spaces.

Key elements included:

  • Over 35 new DDA-compliant doors installed across buildings including 126/128 Mount Pleasant, Ashton Building, and Brodie Tower.
  • Access control and fire alarm installations to improve security and compliance.
  • Platform lift installation at the Ashton Building to provide step-free access between levels, specified with voice annunciation, tactile controls, and uninterrupted emergency power backup.
  • Changing Places facility at Oliver Lodge, including full M&E fit-out, hoist installation, and fire-rated access panels.
  • Refurbishment of toilets to meet BS8300 guidance, including widening access routes, reconfiguration of layouts, new flooring, lighting, and decorations.
  • Sydney Jones Library works involving the formation of new evacuation routes, creation of sensory-friendly zones, and new automated doors.
  • Extensive fire stopping, minor demolition works, and redecoration in line with the University’s Inclusive Campus Plan.

All works followed the University's Inclusive Design Guidance and generic painting and materials specifications provided by E3 Cube and AkzoNobel. Innovative detailing was used to sensitively enhance accessibility in listed and heritage properties, with works tailored to respect the fabric of each building while still delivering meaningful improvements.

The outcome

The two-year phased programme has delivered significant improvements across the University’s estate, in line with the Equality Act 2010 and Public Sector Equality Duty (PSED). Frank Rogers ensured that every intervention was user-focused and designed with long-term inclusivity in mind.

Key outcomes include:

  • Safer, more accessible and compliant environments for all users.
  • New inclusive facilities that cater to a broader spectrum of user needs, including wheelchair users and individuals with complex needs.
  • Futureproofed infrastructure with minimal need for reactive adjustments in years to come.

The University's Inclusive Campus Steering Group (ICSG) praised the delivery team for its collaborative approach, quality workmanship, and commitment to inclusive outcomes. The works represent a flagship example of how estates management, thoughtful design, and responsible contracting can come together to promote equality through the built environment.
