The University of Liverpool launched a strategic two-year Accessibility and Inclusion Programme to transform its estate into a fully inclusive environment for students, staff, and visitors. The programme was driven by the University’s Inclusive Design Guidance and broader Equality, Diversity, and Inclusion Strategy, with the goal of proactively removing physical barriers across campus buildings while futureproofing accessibility for all users.
The phased nature of the works, spanning numerous active academic and heritage buildings such as the Sydney Jones Library, Oliver Lodge, Brodie Tower, Ashton Building, and 126–128 Mount Pleasant, created complex logistical, technical, and programme challenges. These included coordinating multiple contractors, ensuring health and safety in occupied premises, and overcoming latent conditions uncovered during intrusive works.

Our involvement included the installation of compliant DDA doors and access control systems across several key teaching buildings, installation of Changing Places and accessible toilets, major toilet refurbishments, and structural alterations to enable better accessibility to existing spaces.

All works followed the University's Inclusive Design Guidance and generic painting and materials specifications provided by E3 Cube and AkzoNobel. Innovative detailing was used to sensitively enhance accessibility in listed and heritage properties, with works tailored to respect the fabric of each building while still delivering meaningful improvements.
The two-year phased programme has delivered significant improvements across the University’s estate, in line with the Equality Act 2010 and Public Sector Equality Duty (PSED). Frank Rogers ensured that every intervention was user-focused and designed with long-term inclusivity in mind.

The University's Inclusive Campus Steering Group (ICSG) praised the delivery team for its collaborative approach, quality workmanship, and commitment to inclusive outcomes. The works represent a flagship example of how estates management, thoughtful design, and responsible contracting can come together to promote equality through the built environment.
